A Republican-backed bill to prohibit communities from banning plastic bags and other disposable containers passed the Senate on a mostly party-line vote, following a significant change related to the COVID-19 pandemic.

Cuyahoga County plans to postpone its plastic bag ban, citing the uncertainty businesses are facing during the COVID-19 pandemic.

The ban was set to go into effect July 1 this year. Now County Executive Armond Budish’s administration is asking council to move the enforcement date to Jan. 1, 2021.

Democratic Councilwoman Sunny Simon, who led the push for the ban, released a statement Monday in support of the postponement.

Cincinnati City Council Member Chris Seelbach has announced the city could soon have a blanket ban on single use plastic bags. Seelbach said stores that sell food, including restaurants, will not be allowed to use these bags starting Jan. 1, 2021, if City Council approves the ordinance.

Cuyahoga County Council officially passed a grace period for the ban on plastic bags at a special meeting Thursday morning.

Only violations that occur on or after July 1 will be subject to penalty, which is a $100 fine after a warning and a $500 fine for a second infraction.

Cuyahoga County, the city of Bexley in Central Ohio, and the village of Orange in Northeast Ohio have all voted to ban plastic bags at retailers. A state lawmaker is pushing a bill that would negate such bans by outlawing the fees imposed on violators.

Bexley City Council voted Tuesday to ban single-use plastics, just hours after Cuyahoga County voted on its own plastic bag ban.

Cuyahoga County Council banned single-use plastic bags with an 8 to 3 party-line vote Tuesday evening, requiring businesses to offer reusable or paper bags to retail customers.

The ordinance is set to take effect Jan. 1, 2020. It was originally drafted for Oct. 1 of this year, but councilmembers agreed businesses needed more time to prepare.

“We’re not going to solve the entire plastic pollution problem by banning plastic bags,” said Democratic Councilwoman Sunny Simon, who sponsored the measure. “However, it’s a huge start and it’s going to make a big difference.”
