Ohio Attorney General Dave Yost has said he will caution a federal appeals court against striking down the Affordable Care Act as wholly unconstitutional.

Yost said last week that he agreed when a federal judge in Texas ruled the individual mandate unconstitutional. But Yost -- and Governor Mike DeWine -- disagreed that the entire law should go.

Governor Mike DeWine's proposed executive budget was unveiled last week.

The spending plan doesn't raise taxes or include any tax cuts. But DeWine did put an emphasis on children's issues and proposes nearly doubling state funding for family and children services.
